Position: Manager Infrastructure and Engineering

Position Purpose
Oversees the design, installation, and maintenance, of the Server, Storage Area Network (SAN), Network, and end user computing systems and the engineering personnel that supports the environment. Ensures the performance and reliability of systems including Cisco switches and routers, Palo Alto firewalls, Mitel voice, and servers (physical and virtual) as well as Disaster Recovery, redundancy, backups, File shares, Active Directory, Microsoft Exchange/Office 365, VMware Virtualization and VSAN technology. Oversees and sometimes can be called upon to manage Infrastructure projects and activities as well as working with the vendors to negotiate agreements, and ensuring contracts are in place to support the services provided for the infrastructure team to meet the infrastructure goals; works with the business and understands Healthcare business needs within the IT realm with the ability to transfer business requirement to technology implementation. Develops and implements standards, procedures and processes for all infrastructure technology. Defines and negotiates service level agreements. Plans for human resources, equipment arrangements, electrical power and cable requirements for telecommunications and information processing equipment.

Key Responsibilities

· Responsible for the overall infrastructure operation, including enhancements of existing operations and development of new offerings.
· Primary areas of responsibility include data centers, servers, network, VoIP, O365, AWS, Azure, virtualization, and security of the enterprise.
· Oversees the planning, procurement, implementation, operations, maintenance and obsolescence of infrastructure.
· Collaborates with IT Security and Risk and Compliance teams to provide functional, yet secure solutions that are highly available and meet all disaster recovery and business continuity requirements.
· Engineer automated infrastructure deployment and maintenance solutions that can be reused
· Delivers assigned IT Infrastructure projects and solutions on time, on budget with a key focus toward security and compliance.
· Collaborates with all areas of IT to deliver excellent infrastructure and service resiliency. Provides support, guidance, leadership and collaboration with IT and business teams to support overall goals. Serves as a liaison between the business and various committees and project groups.
· Develops and provides guidance on policies, plans, and procedures for the management, acquisition and use of information technology resources. Continuously evaluates and maintains audit, standards, and policy compliance.
· Provides life-cycle management oversight of major information systems activities. Ensures infrastructure platforms and tools are operating on proper versions, patched regularly to maintain support and reduce risk, and license compliance. 5449 (Init: 8/17ms Rev: 2/18sn (Please refer to electronic document management system for the most current revision) 4/18sn; 12/4/18sn)
· Conducts regular capacity planning and growth management assessments to assist in planning future technology needs.
· Monitors emerging technology developments and identify innovations with potential high payoffs for the business. Makes recommendations for new/altered technologies that would contribute to overall cost savings and/or productivity improvements.
· Monitor and manage vendor performance and provide input to negotiations.
· Provides escalated support and coordination for major infrastructure maintenance and incidents.
· Performs ongoing performance tuning, hardware upgrades and reconfigurations, and resource optimization as required. Creates and maintain documentation of hardware and software installations, configurations, and network/dataflow diagrams.
· Oversees and maintains all data center network, server, and storage infrastructure.
· Designs and implements the technical components of Disaster Recovery planning and testing.
· Supports the IT Service Delivery function, working in partnership with the NOC and Service Desk team to improve service levels and with the Core Operations and Applications teams to ensure that projects meet customer requirements and are in compliance with policies and regulations.
Qualifications

Education: Bachelor’s in Computer Science, Information Systems, or other related field with 3 years of relevant experience. 7 years of IT or leadership experience in lieu of education.
Licensure: Current and valid U.S. driver’s license.
Experience:
Proven experience leading and developing people and interfacing with computer user community.
Proven experience performing and managing system development and implementations in a healthcare environment.
Strong Cisco and Palo Alto experience
Experience in using Smartsheet and Share Point
Experience within the last 5 years operating business critical services
Installation and configuration experience with Windows (Client, Server) and Linux OS environments, including experience with User Profiles and application troubleshooting Knowledge and Skills:
Working knowledge of Microsoft architecture is required (Printer Management, File Share management, Active Directory, IIS, IE, DHCP, DNS)
Working Knowledge of Active Directory and Azure Active Directory fundamentals (Administration\Troubleshoot of Group Policy, Replication, Authentication, Kerberos)
Knowledge of various OS related functionality including, but not limited to security policies, VPN setup, networking configuration, managed software installation, File Systems, various storage solutions including Disk management and configuration
Focused experience with networking infrastructure, including load balancing, ACL, routing, network usage and performance analysis
Strong understanding of essential protocols and services (SSL, TCP/IP, DNS, DHCP, NTP, SNMP, WSUS, WDS)

Ability to assist in the management of the IT Operations Budget, including negotiation, acquisition, asset tracking, asset management, etc.
Ability to communicate technical information to non-technical personnel.
Excellent written and verbal communication skills, including the experience to define and document policies and processes.
Project management/negotiation/conflict management skills.
Demonstrated success leading and managing technological operations, strategic technology planning, integrating technology architectures and operations in a progressive and dynamic organization is essential.
Personal skills and the confidence to lead direct and motivate the technical staff as a strong functional leader, while also exhibiting the steady reliability and teamwork attitude needed to effectively interface with the other functional areas of the hospital.
Ability to analyze and solve problems, think logically and creatively, follow established procedures, with the commitment to see the problem through to resolution.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to manage highly technical engineering staff.
Preferences

Certification:
· PMP certification.
· Any of A+, Net+, MCP, CCNA, CCNP, or EHR certification.
· Certification with cloud services, AWS (Amazon Web Services), GCP (Google Cloud Platform), CKAD (Certified Kubernetes Application Developer), CKA (Certified Kubernetes Administrator).
